Objects can cause a monster to appear, with greater probability for weaker monsters.

Player-created quests can have modified drops for chests and armory only (100% chance of a fixed amount of gold).

Stronger monsters have no greater chance of dropping a consumable. They systematically drop gold (modifiable in player-created quests).

The armory has as much chance of dropping a weak item as a strong one.
